So, my plan is to cosplay as the Female Chemist from the original Final Fantasy Tactics, http://images4.wikia...FFT_Chemist.jpg , and I know that I'm going to need a petticoat/crinoline to give the skirt a little extra "poof". I have a 35" waist, and about a 40" hip line, and was curious as to whether it would be more cost efficient to buy an adult sized crinoline, and if so, where and for about how much, OR to make my own, and if anyone would have/know a good tutorial for that.

Sorry for using so many slashes... :/ :D

Just don't use too many faces and we'll be just fine.

Now, I'm usually not one to point people toward the hellhole that is Coscom, but their EGL section has a ton of information on petticoats. I'm not sure if they'll know where to get one as large as you want, but I know they've got some tutorials in there on how to make them yourself. The Search function should pull them up real quick.

I bought a huge butt crinoline from an ebay seller with the name something along the lines of angelsbridal. It was back in '06 so not sure if they still sell...it was really fun and breezy to wear though. (attached pics of what it looks like under skirts)

Yeah, they're still around. With shipping, their prices are pretty reasonable.

Awesome! Thank you very much! Would there be a conceivable way of hemming it (without completely botching it) though? Just because the skirt for the Chemist is a little bit more than knee-length, and the bridal ones are a little shorter than floor length...

Check out their flower girl petticoats. They run shorter than the adult ones and all their petticoats have elastic waists, so you should be able to find one that will fit you. Also, shameless plug time: I love this store, they're very reasonably priced and they ship crazy fast.

I know. I ordered the five tier hoopskirt from them. With the shipping it came out to a little over 20 dollars.
